A tool which is put away clean and remains in a dry storage area shouldn't develop appreciable rust. Humidity is the tool-killer here, along with dew point - these are actually more of a problem in areas where we get rain rather than snow.
The example I started this thread with was reconditioning an old tool (easily 40+ years old, if not older). Every tool doesn't get that level of attention each year - resharpening blades and oiling handles is generally sufficient maintenance for most tools, and doesn't take more than a couple of hours for the lot on some day you can't even get out to do anything in the garden
